Select "History Brush" from "Toolbox" palette (white arrow) and go to "Brush" menu on Photoshop marquee. Select "Darken" for painting mode (Mode Darken) and brush of appropriate size to paint over dust particles. Brush size is depicted by dotted circle over lateral ventricle.
